Delegate Selection 2024

It’s the time of year where we nominate a candidate for President! This document lays out a simplified version of our Delegate Selection Process for 2024. There’s a ton more info at www.vademocrats.org/delegateselection, including the following:

2024 National Convention Delegate Selection Plan

  • 28 July 2023: DNC Rules and Bylaws Committee Meeting Committee Meeting found this plan in conditional compliance. A waiver was granted for the date of of the State Convention.
  • 6 October 2023: DNC Rules and Bylaws Committee found this plan to be in full compliance.

DELEGATES

99 of 119 delegates to the Democratic National Convention are pledged to presidential contenders based on the results of the voting in today’s Virginia Presidential Primary. A mandatory 15 percent threshold is required in order for a presidential contender to be allocated National Convention delegates at either the congressional district or statewide level. Write-ins are not allowed.

  • 65 district delegates are to be allocated proportionally to presidential contenders based on the primary results in each of the State’s 11 congressional districts.
  • 34 delegates are to be pledged to presidential contenders based on the primary results statewide.
    • 21 at-large National Convention delegates
    • 13 Pledged PLEOs

The State Convention elects the pledged PLEO and at-large National Convention delegates according to the results of the Primary.

The remaining 20 National Convention delegates consist of:

  • 20 Unpledged PLEO delegates:
    • 11 Democratic National Committee members.
    • 8 Members of Congress (2 Senators and 6 Representatives). (Senator Timothy Michael “Tim” Kaine is also a Distinguished Party Leader having been DNC Chairman).
    • 0 Governors.
    • 1 Distinguished Party Leader (former Democratic National Committee Chairman [2001-2005] and former Governor Terence Richard “Terry” McAuliffe).

Definitions

Quick note: the word “Delegate” can mean a lot of different things, Local, District (Congressional District), State, National.

District Level and At-Large National Delegates & Alternates 

  • Going to National Convention in Chicago (must be available August 19-22, 2024)
  • Pledged to a specific candidate.
  • All Delegates must pay their own costs to attend National Convention
  • District Delegates are elected at Congressional District Conventions in May, and At-Large Delegates are elected at State Convention in June.

Pledged Party Leaders and Elected Officials (PLEOs)

  • Going to National Convention in Chicago
  • Pledged to a specific candidate
  • Elected at State Convention in June
  • To qualify to run as a PLEO, you must be one of the following (and priority must be given in this order):
    • big city mayor or statewide elected official
    • state legislative leader,
    • state legislator,
    • other state, county and local elected officials
    • Party Leader

Automatic Party Leader and Elected Official Delegates

  • Formerly known as “super-delegates”
  • Going to National Convention in Chicago
  • Not elected, not pledged to a specific candidate
  • Anyone in the following categories is an Automatic Delegate.
    • Members of the Democratic National Committee who legally reside in the state
    • All of State’s Democratic Members of the U.S. House of Representatives & U.S. Senate
    • “Distinguished Party Leader” delegates who legally reside in the state (if applicable)

Delegates to Congressional District Convention & State Convention

  • NOT ALL going to National Convention
  • Pledged to a specific candidate.
  • Expected to attend their CD Conventions in May, and State Convention in June
  • Elected at Local Caucuses in April.
  • Get to vote on National Delegates (incl. At Large & PLEOs) & Presidential Electors.

Steps in the Delegate Selection Process

Super Tuesday – Primary Day in VA

On March 5, 2024, Primary Voters will head to the polls to vote for the 3 Candidates that qualified for the ballot. Only candidates receiving at least 15% of the vote receive any National Delegates.

This includes both At-Large and District-Level Delegates. IE: In 2020, Elizabeth Warren received 17% of the vote in CD-8, but only 10% of the statewide vote. She got 1 Delegate from CD-8 and 0 At-Large Delegates.

Local Caucuses

Every Locality must hold a Caucus to elect its Delegates to CD & State Convention. The allocation of Delegates was determined at the DPVA Central Committee Meeting on April 1, 2023, and can be found linked here. Each locality’s Democratic Committee must put out its Call to Caucus by April 1, 2024, and must hold their caucus either April 20, 2024 or April 22, 2024. If there are fewer people who run for Delegate than Delegate spots available, the committee may cancel their caucus.

Congressional District Conventions

Every Congressional District Committee must hold a convention on May 11, May 18, or May 25, 2024. The allocation of Delegates was determined at the DPVA Central Committee Meeting on April 1, 2023, and can be found linked here. The Congressional District Calls to Convention must be published by March 25, 2024. The CD Calls to Convention will include the date, time, location of the Convention, as well as instructions for filing as a candidate. At the Congressional District Conventions, the CD Delegates will elect the District-Level National Delegates, as well as a District-Level Presidential Elector.

State Convention

The DPVA will hold our State Democratic Convention on June 22, 2024 in Richmond, VA. You can find our Call to Convention here. At the State Conventions, the State Delegates will elect the At-Large National Delegates, PLEOs, and our At-Large Presidential Electors.

National Convention

National Convention will be held in Chicago, Illinois on August 19-22, 2024. There our National Delegates (our District Level & At-Large Delegates, PLEOs, and Automatic Delegates), will vote to formally nominate the next President of the United States!

Becoming a National Delegate

If you want to become a National Delegate (District level, At-Large, or PLEO), then this is the place for you!

District Level Delegate

  1. Super Tuesday happens – see if your preferred candidate gets any Delegates in your CD
  2. Look for your CD’s Call to Convention in late March
    1. This will have details on the filing to run for Delegate 
  1. File the declaration form for your preferred candidate by 15 days before the date of your CD’s Convention
    1. April 26, 2024 for May 11, 2024 conventions,
    2. May 3, 2024 for May 18, 2024 conventions,
    3. May 10, 2024 for May 25, 2024 conventions.
  1. Campaigns are allowed to strike candidates down to a 3 candidate to 1 seat ratio.
  2. Optional, but encouraged: Campaign among the CD Delegates
  3. Attend your CD Convention and get voted on 🙂

At Large Delegate / PLEO

  1. Super Tuesday happens – see if your preferred candidate gets any Delegates statewide
  2. Look for the DPVA’s Call to Convention
    1. This will have details on the filing to run for Delegate & PLEO
  1. File the declaration form for your preferred candidate by May 30, 2024
  2. Campaigns are allowed to strike candidates down to a 2 candidate to 1 seat ratio.
  3. Optional, but encouraged: Campaign among the State Delegates
  4. Attend State Convention and get voted on 🙂
